GX posted Not good enough. These are what i like to call situational-optional effects. They require a situation thus, the "When" and when that situation is satisfied then you have the choice to activate it or not thus the "Can". However, this falls apart if it is not the last thing to happen.

Take Lighptulsar Dragon for example: " The thing about missing the timing is that it has to be the last thing that happens in sequence of events. So let's say if I tributed Lightpulsar Dragon for a random 6 star monster. As you can see, Lightpulsar dragon being sent to the grave was not the last thing to happen.
